Niger Delta stakeholders and ex-agitators have called on President Muhammadu Buhari to advise his internationally respected Chief of Staff Prof. Ibrahim Agboola Gambari to discontinue his secret meetings and plans of reinstating his disgraced old friend Prof. Charles Quaker Dokubo who is being investigated for over N40-billion ($111m USD) fraud, money laundering, corruption, a known international criminal, serial women abuser / girls molester, and a man who brought great shame and disrepute to President Buhari.
Prior to Prof. Charles Quaker Dokubo’s suspension as Amnesty Boss by President Muhammadu Buhari on the 28th February 2020 for his alleged involvement in numerous fraud, corruption and money laundry allegations, the former Amnesty Boss allegedly engaged in sex for contracts with both single and married women inside his office at 37A Nile street, Maitama, Abuja. Prof. Dokubo allegedly converted a waiting room next to his office on the first floor into a brothel. Many women looking for Amnesty contracts were allegedly seduced into having sex with Prof. Dokubo, or if they are on their menstrual cycle, then Prof. Dokubo will allegedly fondle with their breast and body parts before their multi-million-naira contracts were approved and eventually processed for payments. Speaking on behalf of the stakeholders and ex-agitators to thenationsonline.com, Chief Alber Douzigha said that “may we remind the respected Prof. Gambari and the Nigeria Presidency that the Five (5) Days Uninterrupted Looting of the N60Billion ($166.6million USD) Training Complex in Boro-Town, Kaiama, Bayelsa State from February 11th – 15th, 2019, was orchestrated by Prof. Charles Dokubo and his cronies to cover-up their Fake Non-Existent Supply Contracts in Excess of N30Billion ($83 million USD). Prof. Dokubo directed the Head of the Boro-Town Vocational Training Center, Mr. Jude Gbaboyor to open the warehouse where supplied items are kept, and they arranged with hoodlums to cart away items previously supplied to cover-up their fraud. The move is to enable Prof. Dokubo, his front-men including the former director of procurement, and other senior management staffs at the Amnesty office to claim that the N30Billion worth of supplied items was supplied but were stolen by hoodlums.”
The looting of the facility lasted for five days with no police or Military Personnel present to stop the hoodlums. On February 14, 2019, Prof. Dokubo drove along the East-West Road and saw the looting of the facility. Stakeholders who saw him, pleaded with him to call for security, instead, Dokubo drove away and went to Benin on the same February 14, 2019. Prof. Dokubo later called Mrs. Esther Boro, the daughter of the Late Ijaw Hero and Legend, Maj. Isaac Jasper Adaka-Boro to immediately commission the facility on his behalf. While the looting was going on at one end, Madam Esther Boro and a few elders used the name of President Muhammadu Buhari GCFR to commission the facility at another end in the same complex on February 14, 2019.
Mr. Jude Gbaboyor, the Head of the Training Center reported the looting to the Police in Bayelsa state on the 14th of February 2019, three days after the looting had started in what appears to be a well-choreographed move. After the Head of the Boro-Town Vocational Training Center Mr. Jude Gbaboyor reported the Matter to the Police in Bayelsa state, Prof. Dokubo became angry at Mr. Jude Gbaboyor for reporting the matter to the Police. Prof. Dokubo instructed Mr. Gbaboyor to immediately withdraw his statement from the Police. On February 15, 2019 Mr. Gbaboyor wrote to the Police in Bayelsa state to withdraw his statement with the Police the statement reads.
Chief Douzigha stated that the expired and fraudulent Interim Amnesty Committee setup by the National Security Adviser Maj. Gen. Mohammed Babagana Monguno (rtd.) and led by Amb. A. A. Lawal is on the verge of driving Nigeria into an unnecessary crisis capable of destabilizing the Nigeria economy for years. “This expired and fraudulent committee kept insisting on terminating the peaceful Amnesty Programme in order to cover-up the financial recklessness and atrocities of the NSA Gen. Monguno and Prof. Charles Quaker Dokubo.
Nigeria is in a recession and owes about $30 billion USD in external debts, while domestic debts have drastically increased in trillions of naira. Nigeria’s annual budget is over N10 trillion, with most sectors of the Nigeria economy relying on the monthly sale of crude oil and gas to remain viable, including the payment of millions of government workers salaries across the country. Nigeria needs peace and stability in the oil rich Niger Delta region to eventually increase its oil and gas production to fund these expenses on a monthly basis, and to fund numerous measures aimed at diversifying the Nigeria economy, including the payment of $30 billion USD in external debts plus interests.
He said, from its inception in late 2009, the Niger Delta Presidential Amnesty Programme has maintained the peace and stability required for increased oil and gas exploration and production activities across the Niger Delta region. It enabled Nigeria as a country to fund its domestic and international obligations in billions of dollars. The Late President Umaru Musa Yara ‘dua in his wisdom understood the plight of the Niger Delta people whose lands and water have been devastated and polluted by oil and gas exploration and production activities, as other regions in the country remain unscathed, while receiving hundreds of billions of naira for their development at the detriment of the people in the Niger Delta region.
Rather than to appreciate the sacrifices of the Niger Delta people, the NSA Gen. Monguno is working night and day to terminate the Amnesty Programme without allowing the programme to achieve its objectives. It will be extremely disastrous to terminate the Amnesty Programme prematurely. The 30,000 ex-agitators should be trained over a set period of time in various short-term technical and agro-business skills centers and they should be empowered. Their region has fed other regions across Nigeria amounting to hundreds of billions of dollars in over fifty years. Any premature termination of the Amnesty programme will lead to crisis and disaster. Nigerians should seat back and imagine over 30,000 militants with arms roaming their communities and destroying oil and gas pipelines in the midst of a great recession, notwithstanding the magnitude of Nigeria’s debts and obligations, the statement reads.
Chief Albert Douzigha warned politicians and selfish individuals across the Niger Delta region to desist from scheming against the interest of the people otherwise their dirty laundries will be washed publicly. He further called on President Muhammadu Buhari to urgently appoint a substantive Amnesty Coordinator from the grassroot to avoid recycling failed and selfish leaders. He said the Amnesty Programme is a security programme that is instrumental to the stability of the Nigeria’s economy and must remain apolitical. Any credible individual appointed by the President as Amnesty Coordinator from the region must be ready to serve the people and deliver on the President’s mandates, the statement reads.
