Ex – agitators and stakeholders from the nine Niger Delta states have congratulated Prof. Agboola Ibrahim Gambari on his appointment as the Chief of Staff to President Muhammadu Buhari. The stakeholders said, they are optimistic that Prof. Gambari, given his wealth of experience, will serve President Buhari to the best of his ability. They reminded Prof. Gambari that for over two months, Niger Delta stakeholders and ex – agitators have been calling on President Buhari to intervene in the injustice been perpetrated against the Niger Delta people by the National Security Adviser, Maj. Gen. Babagana Mohammed Monguno (rtd.). In a statement issued to thenationsonline.com, the stakeholders and ex-agitators represented by Chief Albert Douzigha said that “between 2010 to 2015, the Niger Delta Amnesty Programme operated smoothly and was emulated by a few countries facing militancy crisis. The Amnesty Programme ensured the peace and stability in the Niger Delta region and Nigeria’s oil production capacity increased. However, since 2015 when the NSA – Gen. Monguno was appointed to oversee the Amnesty Programme, the smooth running programme became a colossal failure with numerous allegations of fraud and corruption.”
According Chief Douzigha, it is worth remembering that the NSA Gen. Monguno appointed his friend Brig. Gen. Paul Boroh in 2015 as Amnesty Coordinator which ended up being a disaster, and Gen. Boroh is presently facing trial for fraud, money laundry and corruption. Gen. Monguno later appointed another of his friend Prof. Charles Quaker dokubo in March 2018, but Prof. Dokubo was even worse than Gen. Boroh. In-fact, Prof. Dokubo claim to have given the NSA Gen. Monguno the sum of N1.8-billion fully paid contracts through his aide. Both Gen. Boroh and Prof. Dokubo complained to stakeholders and ex-agitators that Gen. Monguno’s frequent demands for kickbacks paralyzed the Amnesty Programme.
He stated that on the 28th February 2020, Gen. Monguno persuaded President Buhari to approve an Interim Caretaker Committee to investigate allegations of fraud and corruption against the former Amnesty Coordinator Prof. Dokubo. To everyone’s surprise, Gen. Monguno nominated a five-man committee composed of only Gen. Monguno’s friends without any person from the Niger Delta region. This move enabled Gen. Monguno to gain total control of Amnesty funds. However, in reacting to these developments, stakeholders and ex-agitators called on President Buhari to disband the interim committee established by Gen. Monguno. The committee in their quest for control refused all offer of assistance from the EFCC, ICPC, and DSS. The committee’s mandate expired in April. To make matters worse, the NSA Gen. Monguno and the Chairman of this fraudulent committee Amb. A. A. Lawal are now operating beyond the scope of their mandate by adding their signatures to the Amnesty bank account to make payments worth billions of naira to enable them to receive kickbacks.
Chief Douzigha stated that following the vicious anger against the NSA Gen. Monguno by almost everyone in the entire Niger Delta region, Gen. Monguno resorted to using the Head of Reintegration at the Amnesty office, Chief Brown Aroloyeteim and the Special Assistant on Media, Mr. Murphy Ganagana to spread false media campaigns against people in the region by pretending to be different groups within the Niger Delta, and using multiple non-existent organizational names and individuals to publish favourable publications. Gen. Monguno recently gave Chief Brown Aroloyeteim a brand- new Lexus Sports Utility Vehicle (SUV), but Gen. Monguno fail to realize that these two individuals have already betrayed their master Prof. Dokubo that elevated them at the Amnesty office. These individuals are bad news across the Niger Delta region. They collectively destroyed the Amnesty Programme by colluding with the alleged criminal Prof. Dokubo. They are presently lobbying to be appointed as Substantive Amnesty Coordinators. Chief Brown Aroloyeteim and Mr. Murphy Ganagana are presently angry that members of the committee have stayed beyond their mandate and they want them out. These individuals are Nikodemusly providing meetings and official information to groups for use against members of the committee in order to expedite the disbandment of the committee by Mr. President. Chief Douzigha stated that although people may not say it publicly, but no one in the entire region is in support of the NSA Gen. Monguno (rtd.).
The NSA Gen. Monguno on his part, again failed to call for strategic meetings with the four major Phase – One Leaders of the Amnesty Programme namely: High Chief Tompolo, His Majesty Chief Ateke-Tom, Gen. BoyLoaf, and Hon. Farrah Dagogo. This is the most vivid display of gross incompetence and failure in leadership by the NSA Gen. Monguno. Stakeholders and ex – agitators across the Niger Delta region are united in calling on President Muhammadu Buhari to urgently appoint a substantive Amnesty Coordinator from the leaders of the Amnesty Programme. These leaders are closer to the grassroot, they are the ones that signed the Amnesty agreement with the Federal government, and they understand the Amnesty Programme better than anyone else, what more do you need? The statement reads.
